Staff is asked to review and report on possible additional options to address absentee property owners who dump materials and household effects after cleaning their properties. Staff should include in their report a review of the proper protocols for notifying the correct authorities to facilitate clean up and assignment of any costs. (P. 5 2011 Strategic Planning Report)

No new action is required...Private Property - PSO City Bylaw,OR Public Property - Region Garbage Enforcement.
There are no special legislation for absentee landlords... If debris is on property the Property Standards Bylaw and protocols are followed, if the debris is set out at curb for regional pickup , the complaint is forwarded to Garbage Enforcement at the Region.
Costs - Costs for City clean up, may include $204 for Order on property and $$$ clean up costs added to taxes. Regional costs are unknown.
